Overview:
Creative Alliance is Baltimore’s premier multi-arts venue with a mission to present and promote artists, performers, and filmmakers; engage diverse audiences; and improve the quality of life in Baltimore City through community-based arts and education programs. Creative Alliance is entering an exciting phase as it lays out a new strategic plan and has broken ground on a second building, the Creativity Center.
Creative Alliance is accepting sealed proposals for the following: Electric Equipment and Supplies. Direct all questions regarding this proposal by email to: info@creativealliance.org, attention HVAC RFP. Creative Alliance is utilizing the Request for Proposals (“RFP”) method of procurement.
Project Goal & Scope of Services
To improve the operating efficiency and comfort of employees and customers, CREATIVE ALLIANCE is seeking a qualified HVAC contractor to facilitate the replacement of the current HVAC system in operation. The overall goal of the project is to install an HVAC system that is responsive to year-round temperature fluctuations within the workplace.
FSi will do the commissioning on the units to confirm operation.
Description of work
Provide complete mechanical and electrical work to replace existing rooftop air handlers (six total) with similar sizes and capacities. Units must be premium efficiency, 16 SEER and condensing furnace, or equivalent, and must pass a 15-year payback calculation for energy savings using the TRM manual method for a commercial space (calculation by our engineer). Existing curb to be reused, with curb adapter if needed, provided by mechanical contractor. Quote is to be all inclusive covering, but not limited to, permitting, crane, street shutdown, mechanical costs, controls costs, balancing, electrical costs. Quote to include equipment cutsheets. Commissioning will be provided by the owner, include costs to support commissioning.
Provide bid alternate for units to be heat pumps, with natural gas backup heating, including cutsheets.
Evaluation Criteria
CREATIVE ALLIANCE will be evaluating prospective proposals based upon the following criteria:
- Qualifications and experience of the applicant, including appropriate licensing and suitable references. (25%)
- Applicant’s ability to provide the requested services by March 1, 2023. (25%)
- Level of Workplace Disruption – CREATIVE ALLIANCE is staffed Monday-Friday from 9:30 a.m. to 5:00 p.m., management is very cognizant of the need to replace the units, but also to do so with as little disruption to employees and customers as possible, management is open to varying proposals regarding the most effective way to facilitate the transition and make use of the available space. (25%)
- Cost – CREATIVE ALLIANCE operates under a budget that is approved annually in December, with the current budget period running from January 1, 2023, through December 31, 2023. CREATIVE ALLIANCE is committed to remaining within budget parameters and is seeking competitive bids for the project. (25%)
Minimum Requirements
To be considered, the company must meet the following minimum requirements:
- Proof of being bonded and sufficient insurance must be provided
- The Proposer must have a minimum of five (5) years’ experience in providing heating, ventilation and air conditioning services.
- Suitable qualifications and experience, including appropriate licensing and relevant references
NOTE: Creative Alliance is a tax exempt 501C3; therefore, no tax information should be included in your bid.
Award Process
Please email or postmark your proposal no later than 5 p.m. on March 1, 2023, to info@creativealliance.org, Attention: HVAC RFP. The RFP will be posted on our website, www.creativealliance.org, and can be downloaded directly from there on January 26, 2023. CREATIVE ALLIANCE will not be liable for any costs incurred in the preparation and production of a response to this RFP. CREATIVE ALLIANCE reserves the right to adjust the timetable as necessary.
Revision of Request for Proposal
Creative Alliance alone may elect to amend this RFP prior to the proposal due date. If it is necessary to revise any part of this RFP, an amendment will be provided to all vendors of record and posted online. Acknowledgement of the receipt of all issued amendments is required in all proposals. In no case will the RFP be amended within seven (7) days of the proposal due date, unless the amendment includes an extension of time to allow seven days between the amendment and the proposal due date.
CREATIVE ALLIANCE will not be responsible for any additional costs incurred as a result of said changes in the RFP.
Disclosure of Data
According to law, the content of all proposals, correspondence, addenda, memoranda, working papers, or any other medium which discloses any aspect of the request for proposals process will be considered public information when the award decision is announced. This includes all proposals received in response to this RFP, both the selected proposal and the proposal(s) not selected and includes information in those proposals which a bidder may consider to be proprietary in nature. Therefore, CREATIVE ALLIANCE makes no representation that it can or will maintain in confidentiality such information.
CREATIVE ALLIANCE reserves the right to reject any and all bids.
